I'm kinda leaning Hank since although they look more similar to the auditor that could just be the helmet darkening their face, and they don't have auditor shadow powers, and if you look at how they fight they are actually skilled, whereas Auditor seemingly prefers to not fight directly when possible, and when he does he just goes the route of overwhelming firepower as opposed to out Skilling the opponent
