Built just for that facility Then CO decided to cut size by 25 % to cut cost . All materials had already been sourced and paid . Generally, the cost of the materials (in this case the 50,000 tiles and the required grout) has to be paid, AND the client cancelling the construction contract does NOT receive the (in this case) 50,000 tiles and the required grout. The client cancelling only "saves" the labor cost of installing the tiles. (at least until they contract with the company to install the extra 50,000 tiles they had to buy after canceling the original contract. Of course their paying for 100,000 tiles and double the required grout, does not lower their material costs. The labor charge to install the ties will be comperable, so no real savings there, either. It would not be unusual for company "b" with the lower cost tiles, charges a significatly higher labor charge to lay the tiles.)

What Kyoya did would be consider a friable in Japan. He purposely set impossible demand to contractors then cancel the contract for a cheaper option. His action bring harm to the company he work for and Japanese company really care about their image so what Kyoya did really harm the company's image. Once you get fired in Japan you'll be living a life of unemployment as no business are willing to take the chance on recruiting someone that got fired of damaging the company reputation.

it happens when the tile glue doesnt bond properly or the wrong kind is used. I had an almost 2-day delay on a tile install on my 4-bedroom house (ripped out the carpet for tile because carpet steamer costing too much) because of just tile glue not working as intended. Cold floors and glue not drying properly resulted in sanding down the floors a second time to remove the bad glue and crossing your fingers the 2nd glue attempt works.

If this were a true story, Kyoya would have been fired as soon as his malfeasance was discovered. 1. He unilaterally terminated a contract without cause. The price had been agreed on at signing, so wanting it cheaper later is not a valid cause. 2. Like other commenters mentioned, there would be financial penalties for returning the tiles and for unilaterally terminating the contract. 3. The contract would specify at least an approximate completion date. 4. Such a brazen disregard for the contract would lead to an expensive lawsuit and damage to the reputation of Kyoya's company. 5. Constantly demanding changes once the project is agreed upon is a great way to have the contractors charge more on any future projects or to refuse to do any work for such an unreasonable company in the future. When a company is needlessly difficult to work with, word gets around to all of the contractors and vendors. They also will either refuse to work with a jerk company or will charge extra as the jerk tax. I know it's a fake story, but I'm still disappointed that Kyoya didn't get fired. That level of arrogance and stupidity calls for it.
