The white lines are for horse and soldier personal space no-one have the right to touch the horse without permission from the soldier because the horse doesn't belong to you please stay out the white lines and please don't touch the horse. If you don't like the new rules stay in your own country

I agree except for the guard “giving permission” to touch the horse. The rule is “DO NOT TOUCH THE HORSE” period.
