The problem is that no one checks tickets and therefore non paying custumers and mentally ill and homeless then use the train to cause havoc they can't afford a security guard to check tickets so then why sell tickets if they don't want people to pay for it?

Gotta clean up your city so it's not shitty. Yes, this is going to take money and effort. Every single American city needs a good cleanup, rethinking, and redevelopments to improve. It's chronically severe cultural failure is why we have so much crime and dishonesty. If it means mass re-education camps, then we should do it and stop wasting time only wishing America could be made great again. I want my city back in my lifetime.
