The Light Railway Act of 1896 came just too late to be of any real benefit to the railway industry of Great Britain. Petrol-powered lorries came into use not many years after, then, after WW1, large numbers of war-surplus lorries came onto the market and found ready buyers of ex-soldiers who had learnt to drive them whilst in the Army. No real expenditure was necessary apart from the cost of the lorry, and there was no legislation regulating their operations. So the building of light railways became totallly uneconomic, and even the main line companies suffered greatly from road competition which had no Common Carrier obligation.
