Shoghi Effendi was a remarkable genius in his own right, possessing numerous exceptional qualities such as being a extreme hard worker and having a profound insight of the world, just to name a couple. Thankfully, the world was blessed to have Shoghi Effendi, as his contributions were absolutely necessary.

What year was the first NSA of Turkmenistan elected ?

I don't think I have ever found a date. If you have access to the Baha'i World volumes you will find a volume where such an NSA is first mentioned. I have often wondered whether, considering the circumstances under the Soviets and then under Stalin, that the Guardian had asked the Ishqabad Spiritual Assembly to function as a National Spiritual Assembly as well. This is just a speculation. But that's what happened in Iran; the Central Spiritual Assembly in Tehran was both an LSA and an NSA until 1934. I wonder whether that was the case for the Caucasus as well, but I am just speculating.

Did Abdul'Baha wish to be buried between Haifa and Bahdji, or leave a directive to buried between the two locations? Aren't we directed not to cite the writings of Shogi Effendi in worship?

As I understand it, `Abdu'l-Baha specified He should be buried between the two Shrines of the Bab and Baha'u'llah. I don't know whether the specification was oral or in writing. It's been known for some time; I think I had heard it while on pilgrimage in the 1980s.

Yes. Look at the pilgrim note of Keith Ransom Keller and Lorol Schopflocher. The Guardian was well aware of this, but he did not participate in the decision of Abdul Baha's burial.
