Safety gear would be good, air filtration masks should be a must! Those conditions pretty much guarantee the workers will suffer with emphysema in the future. I'm talking from personal experience, a relative of mine used to work in tyre factories during WW2, her lungs were completely trashed because of the dust and fumes, her decline was NOT kind to her, or us, and when she passed, she had less than 20% lung capacity.
