Bringing Lamar back could be likely but there is one problem - Vice City is a town with a lot of drug suppliers, even more than Los Santos. Trying to set up shop there without a gang backing him up would be difficult for Lamar. Yusuf could definitely appear there and it’s already implied that he has some business interests in Vice. As for Luis, Tony might have a club down there that Luis helps him manage from time to time as his family (particularly his mother, and she’s most likely still alive) are still in LC and his dedication to his hometown and friends is a crucial part of his character. However I hope that no online based character will return. Only single player characters. Also, Roman’s fate is such a big part of GTA 4’s story and I doubt Rockstar will ever determine the canonical ending. It’s even possible that GTA Online is its own universe and Franklin might just not refer to his old friends.

It's just my thought but i think there is high chance Michal may return in gta vi because he have never been shown in GTA online and rn he became producer making the movie I am telling this because prawn island is really famous for making movies , who knows we may do some missions given by Michael we can't tell what rockstar games going through srry if my english is bad
