I think the reason the fence post works is because the devs assumed you would mantle off to the floor below and didn't consider just stopping. So the zombie AI is thinking you are on the lower level checks to see where you are sees you are still on the high floor and proceeds to go back and forth between lower upper lower upper. Endlessly
