I'm sure Daz is right that the large section above the balcony (except for the couple of windowed floors) is the tuned mass damper. In San Francisco there are several buildings that have these in different forms. In one case it's just a huge tank of water. But they are all designed to counter earthquake motion as well as sway from wind and so on.

The brokers name is Ryan Serhant. An ex actor turned real estate agent. He was in nine seasons of Million Dollar Listings NY for Bravo network. He is known for doing some out of the box thinking when it came to selling property.

The problem is, that portfolio of clients who could normally be counted upon to jump on a trophy like this includes a number of people who are now being sanctioned by the US. Russian oligarchs had a lot of their assets frozen, and can't travel to the US anyway. New Yorkers protest Bezos, Elon lives in a hovel, and Saudis don't like living in countries where they can't dismember journalists. The list after that is pretty short, since property investor billionaires like Buffett won't bite unless they forsee a big payday coming. Also, I laughed my ass off seeing those two standing together. Graham Stephen looked like a little boy compared to Ryan Serhant. He was like a boy sitting in dad's chair!

The largest house that isn’t used as a hike anymore would be the Vanderbilt house in North Carolina. That has to be up there cost wise. But it’s now more of a landmark tourist spot but I think still owned by the family. Like Graceland kind of.

Like they said the building they mentioned that’s the tallest the residential part doesn’t go all the way up the building. They also have to pump sewage out of the building which seems like a design flaw but a solid amount of the upper part is like maintenance areas I guess or just empty or it’s work space or something. Also why would it be owned by the Russians? Multiple of the richest people in the world are American? Like the top three right now are Musk, Bezos, and Gates. And there are tons of billionaires besides them. I mean Musk alone could buy like fifty places like that and still be a billionaire. I mean the Russians probably are hiding their wealth better particularly the top guy as he’s kind of stolen a lot. Unless they’re saying they just buy more stuff like that but you wouldn’t even need a musk or Bezos to buy that a Seinfeld or even a Sandler could buy that. I mean it would be like half of Sandler net value but he’d cover it most likely fine and make it back probably in a decade or so. He has a net value of four hundred million I think. But he’d still be in the hundreds of millions after buying it. Totally he can afford the lower one but probably the top also.
