I don't think Ezreal is the problem. The problem is the kind of person I see who wants to pick Ezreal. Ez is probably the safest ADC, so a lot of people I know who aren't comfortable playing the role pick Ez to be safe. The lack of confidence has an effect once laning is over even if they did well early.
