I remember reading about how Dracula's Meggido attack in Order of Ecclesia was so powerful, that in a way, it also kills you even if you use an unlimited health cheat, because the spell keeps attacking repeatedly. The way the unlimited health cheat works is by restoring your hp as soon as you take any damage, but the Meggido never stops, and it keeps repeatedly hurting you (with each hit dealing that same inmense amount of damage, btw) so eventually, you're gonna get struck at the exact frame between the last hit you took, and before the cheat heals you again... If you ever make a most powerful character in gaming contest, i'll vote for the OoE Dracula, who can kill you even if you're using game breaking cheats.

On Symphony of the Night, the Iron Shield+Shield Rod is already stupdly powerful to the point where you don't need anything else for offense. Sure, the Alucard Shield is still stronger, but you only get the Alucard Shield on the upside down castle, while the Iron Shield is avaiable since the first time you visit the Libary shop for the first time, wich is very earlygame. And a fun fact about the Order of Ecclesia Dracula battle: Even if you cheat the game to have infinite health, Dracula's final attack, Demonic Meggido, still kills Shanoa instantly. Not even the power of cheats can save you from this devastating attack.

Costs a fully-armoured Samus more than 300 energy while also draining all her ammo, and is unavoidable. The SA-X's charged ice beam also does that much, but that's when you only have the Varia suit's protection, not Gravity, which doubles defence.

There's also the Muramasa. It starts out being terrible, with the only advantage being automatic blood healing. But if you have the Knife Sub-Weapon, the Blood Cloak, the time, the patience and the button mashing skills to grind it up, there's practically no limit to how strong it can get. (PS The best room to grind the Muramasa up in is the room full of Dark Octopi in the Reverse Caverns. It's also recommended to have something to lower Alucard's intelligence, like the Sunglasses and/or Duplicator.)

If you have windows 7 or earlier, and the original copy of Worms Armageddon on cd, Look up the device "The Fiddler" There you can modify any weapon in that game to do anything as well as alter how much health worms have, amount of uses you have and many more things.

Anyways, there is a 16-bit-esque game, called _Terraria_, that has not just weapons & items of varying power & usefulness (from the worthless Angel Statue to the powerful yo-yo called the Terrarian), but also _NPC's_, both friendly & hostile, of varying power & usefulness (from bunnies & other critters that die in one-hit from anything, to the almighty Moon Lord)... not to mention hostile NPC's, including bosses, get _even more_ powerful should Expert Mode be on... Also, with an inventory editor, you could make it so your armour could have the modifiers (like extra speed, damage, or defence) that accessories would have... and it works. Not to mention buff potions that do anything from + 10% crit rate & + 10% damage, to decimating the damage you'd take. Now, as for Knights of the Round... child's play. Equip a MAX-power Counter-Knights of the Round materia combo, as well as 7 MAX-power Counter-Mimic materia combos. Or have one character use Knights of the Round while the other one has 8 such combos. Either way, enjoy watching knights twirl around For Massive Damage for several minutes (1,039,896 damage at most, should they all hit the damage cap). Satan from SMT: Digital Devil Saga 2 has this nice Attack called God's Breath. Basically it deals 9999 HP of non-elemental damage (999 being your max stat in that Game), cannot be dodged or repelled with shields. He uses it to give you an Instant Game over, should you not follow the difficult rules of the battle. For example: - Wanna use skills to buff you? First he debuffs everything, then casts God's Breath. Boom,You die. - Each 4th Turn, should you not keep yourself buffed via Magic spell during battle phase. Boom, You die. - Wanna Equip an OP item to avoid death spells or ailments? He nulls your items, then God's Breath. Aaand You die. That is a fight where cheating is not allowed, but also where you must keep track of your actions, his HPs and the Turns schedule.

Heck, the shield rod itself (the sword that mimics it) can probably get the nod for being one of the most powerful weapon in SotN. The Alucard Shield is busted, but so are many others (the Iron Shield is usually a screen nuke).

Just about every single Bishop character in Sacred Stones is OP. Hell, if you get them using the infamous bug to learn dark magic and give them either the Gleipnir or Naglfar they deal so humongous amounts of damage it hurts to look at. Well I was too lazy to do the Lagdou Ruins three times just to get Lyon and Naglfar tho so I just soloed the first nine floors with Ross, then I just sent out all my Bishops with Auras and stuff. I must say that was the easiest experience in a save of Sacred Stones.

The Crissaegrim doesn't restore your HP on every hit and completely protect you from damage at the same time. It also has a specific hitbox that can't hit things directly in front of you and requires much mashing to maximize its damage, especially with two of them. With this you just hold down a button and walk forward while everything dies. On a side note: Both of the ones I found were by complete accident and they were dropped by flying trash mobs in the Royal Chapel. I looked up the sword and apparently I'm the only person in history that has happened to. (Not that it's the first time I've heard that about a game...)
