Charge can actually gain another level. Charging for 80 seconds is the max level. Is juming ms (cross up), ms a true combo? When I use that move I get blocked a lot, or am I too slow

It is a true combo but the window for hitting the cross up and still having your combo when the grounded move hits is very small. I always have trouble comboing Shiki's cross up for that same reason.

Does his charge can be charged at the character screen?

It doesn't charge in the character select screen any more. You can maintain your charge between rounds, but it won't gain more power unless the fighting is actually happening.
