Yes the issue is ! You need drainage! The work you've done too your garden , although nice is a problem for the neighbours! Do the right thing , because you've got too live with them not us!

Its looks like your landscaping my be causing his side to flood. some sort of drain should be put in. He did not seem to damage anything by moving the water. I would get tired of walking through a large puddle too.
