These rather nosy ladies are not cops but residents who have volunteered to rate gardens for a garden competition that is an old tradition in this neighborhood (and as far as I know, nowhere else).

Inspecting peoples backyards! Wow! Here in California those inspectors would be in daily danger of being shot or eaten by dogs. I love The Netherlands but I think that's going a bit too far.
