I think they can't do much about dms bcs of privacy protection. they shouldn't have access to people's dms and in order to confirm those dms are real they would need to access your dms bla bla... but riot's ticketing system is a joke. there was a guy streaming valorant on tik tok with cheats and he was selling cheats. His entire account is about those cheats and i recorded his stream on 2 occasion with account tags from post game lobby sent everything to riot and got reply "sorry this person is disrupting your games :(. we will handle it internally" and he still streams and sells scripts, it's been few months since then
