You either don't mention it, or didnt know, but the Raids unlock at different levels. So, you have to increase Athena reputation level to 40 before gaining access to Skeleton Fleet Raid. There has to be steps mentioned beforehand in order to get to the optimal level to efficiently gain rep.

Well, this didn't help, I'm still stuck at level 3 and I've had that for 3yrs. Just started playing Athena faction. Gathering cursed chests and the skull of destiny hardly moves the level any further than 3. Guess I'll have to sail around Devils roar by my self and hope to live till the selling of what I find. I'm not a pvp bloodlust youtuber content creator. I'm normal lol. Peace, luv, work together, nobody is better than everyone else. Welp, off to try again.

Put up athena emissary, buy storage crate, dive to seafort athena voyage, sell, do athena voyage of legends, sell, do emissary quest, sell, drop emissary and re-raise, repeat

All well and good but what about when you're NOT level 15 in Athena's Fortune, can't be emissary.. Just wasted 2 hours on an Ashen Chest of Legends Voyage, final stretch volcano erupts AGAIN and I just gave up... I could have probably used the rest of my wood and patience to stop my ship sinking, decided to just alt+f4. I think I've hit a wall in this game

Yea it’s like prestige, once you reach level 100 is stops counting and then 105 is the new max level because they added new cosmetics to each faction past level 100
