I think the serial killer roll should be set up so if they kill their target the cool down is either 0 - 5 seconds but if they kill a non target player the cool down is 50 seconds so basically 10x longer cool down for just kill anyone and instant cool down for killing the person your supposed to would make the roll more accurate for a serial killer type roll
