Not really. The time of Sultan Mehmed IV was a revival for the empire. Era of conquest began for next 30-40 years untill Siege of Vienna 1683, even than the empire remained powerful and won wars against Russia in 1712, against Venice in 1715 & again Habsburgs in 1739. The official decline of the empire began in 1775.

Very good historical series Turkey ever have, the scences almost look similar to the Planentagnt royal family of England where Kings of England often murdered for the crown.
