it always has been the meta due to the Time to Kill and the hit registration 'packet' having priority netcoding because the kill probability is higher doing the assessment phase of the netcoding.... the game has to decide who to give the kill to within a split micro second and it accounts the ammount of lead you are dumping... the amount of damage a single hit does is aggregate and subject to fluctiation for this very reason
