Technically no he isn't thanks to the introduction of the War Doctor. Basically Christopher Eccelston is number 10, Tennant is 11 and Smith is 12 in the original numbering before the Timeless Child crap. also I'll always defend this but the Ruth doctor is the 3rd I don't count her as pre Hartnell. All they have to do is adapt that old comic where the 2nd doctor was running from the Time Lords. All they have to say is that his judgement was postponed and he was forced to work for them then say he is changed to Pertwee.

It's best to ignore the changes and adding doctors. Chuti is 15 and 1-14 are the 1st to 14th doctors

​@solrachernandez3389 I'm sorry but it doesn't make sense that Ruth would be between 2 and 3. Both 2 and 3 know about the sonic screwdriver, which 2 invented. Ruth doesn't know what it is, so case closed, she's pre-Hartnell. Why she has a police box TARDIS is a different issue but that can at least be explained.

​@@solrachernandez3389 this would also explain the morbius faces, they were lives the time lords used while the doctor was between his 2nd and 3rd regenerations, just giving him the extra cycles he needed to he would never notice they used him, it would also explain why the Ruth doctor had a TARDIS that was similar to the normal doctor's, or it was the same TARDIS I tune out whenever "the timeless child" stuff is on the screen
