I think the devs had ignored this unit on purpouse for so many years because they acknowledged that rev cancel is an actual unit killer , as it goes beyond the main point of habing a unit like this in your team, Just like it happened with the unique gauge disruption debuff that data miners discovered it was programmed inside the game like 2 years ago, but it never was a unit that could inflict such debuff til this day. They realized this unit is game breaking and the only thing they could do for people to not over use it , it was to just make all rev units to be green (except for purple movie gohan ,rev frieza and clapku )

Technically there are other anti-revival characters. Apparently self-destruct characters like Android 16 & Red Majin Vegeta are able to nullify revival. I MAY BE WRONG, but from what I've seen that just seems to be the case
