I think u have to get 2 red bars after your takeover to speedboost. I think the 2nd bar or red piece whatever it’s called will boost your ball control attribute to 76. So when u actually activate takeover the plus 10 will boost ur already boosted ball control and you’ll be able to speedboost. So the more red u get after takeover the more you’ll boost your secondary (playmaking) attributes on the build

It depends if the person guarding u has defensive stopper because that badge also lowers your attributes, lets say if any pg or sg guarding u you'd still be able to speed boost even if they have the badge cuz the defensive stopper only works on the position above and below u and i believe 3" height difference vise versa so sf, pf, and Cs will at least bronze will knock your ball handling below that 86 cap even in take over.
