Wrecking Crew was also one of the NES's launch titles, wasn't it? To be honest, some of the earliest computer games in existence were actually printed in magazines that you could type into your computer line-by-line to essentially program it yourself. Being able to just edit the game's code on the fly or make your own levels is actually something that was REMOVED from gaming when it came to dedicated consoles, and these early level editors are, to an extent, a pretty standard compromise for the time.
