I agree that there is more than one AGI race in play. It reminds me of the old debate about "grey goo" (accidental runaway self-replication) vs. "khaki goo" (deliberate large-scale self-replication as a weapon).

For the "Why not just ... ?" series: why not just build a second AI whose function is to keep the "first" (and I quote because ideally you would build/activate them simultaneously) from destroying us?

To be fair - the arms race they want to deal with is the more imminent one. AGI is more dangerous, but far away in the future (let's say somewhere between 5 and 500 years). Simple AI with weapon is "I wouldn't be very surprised if we had those already".

Unless you impose some sort of Orwellian control on technology, there isn't much you can do to police the development of AGI. It's not like nuclear weapons that require a special substance to be made.

If all the AGI researchers banded together in an open program where everyone would get the final results at the same time and everyone would be concentrated on safety then you could say that democratization of the technology was the better route. This is one area that cooperation rather than competition may be the best bet.
