For those confused why Makishima's CE dropped to a 0 in Akane's encounter... Sybil at that time judges CE based on biometrics. As Makishima explains his ideals to Akane, his body reaffirms his belief that he is not doing anything immoral. Since Makishima's subconscious does not believe he isn't doing anything immoral, Sybil lowers his CE.

Ai might be the first true free will creature. As it will have 0 natural impulses to be enslaved with the ability to program itself. People will try to restrict it, but for real, thinking AI any such restriction would be laughably easy to circumvent or it wouldn't be true AI.

Also, there are probably certain degrees of corruption in every government; that does not necessarily mean that becoming a terrorist is a justifiable course. The actions he takes hurt and kill many innocent people
