Remember back in episode 1 that Oz wouldn’t sit in a handicap seat. He won’t let any weakness into his life and he won’t let that happen to Vic. It’s one of those things he wants to teach Vic that no matter what life throws at you, you can still reach the top.

I love how Oz somehow has enough empathy and understanding to realise how wrong it is that Vic's honest dad never got to eat in a nice restaurant. But he doesn't make the connection that _he_ doesn't deserve to, as a completely corrupt person. He leans into the ugliness of the world and becomes part of it. And of course as the show goes on, we realise even though he has some empathy for people, he is a truly monstrous, evil man.

Vic didn't lose his usefulness, but Penguin saw that he had to die because as the councilman said, in order for him to make it in their inner circle he had to be squeaky clean, and the only one who knows all his secrets is Vic (despite being super loyal to Oz), and Sofia (who is incarcerated and is viewed as a psychopath so he probably doesn't see anyone taking her word as anything of importance). Vic had to die in Oz's deranged mind. Utterly heartbreaking finale.

The dynamic is kind of weird between these two- Victor is just a kid and it's odd to have this higher up guy working for a crime family relying on him. They should have cast Victor at least 10 years older.
