I can't remember if the anime explains it, but the manga does. Kise doesn't actually copy Aomine's speed, but he copies his agility. Aomine's top speed is still higher than Kise, but Kise lowered his starting speed so that his acceleration from 0-max is the same as Aomine's

This man, this was the moment in season 1 where people got fully hooked on Kuroko. A perfectly executed, jaw-dropping moment where two true titans of the Gen clashed. We all knew Kuroko and Kagami were going to face off against the other members, but I never thought we'd get this kind of battle between other members of the Gen. Great, awesome, epic moment.

Just some information, which are more clear for manga readers: Aomine doesn't make three points formless shots (it would be too OP), the one at 8:00 is a 2 points (even if it doesn't seem so because of the angle of the "camera"). And more important, when Kise is copying Aomine is not at all as fast as Aomine, he just gives the impression to be so because he is copying his change of pace in a way that is fit to his own speed, making is slowest movement even slower than Aomine's. Aomine most dangerous skill beside his formelss shots is his change of pace, his agility in going from his MIN to his MAX speed and from his MAX to his MIN in a moment. Kise is not as fast as Aomine, so he has to do the same reducing his MIN. So if Aomine goes from 5 to 10 in his change of pace, Kise goes from 4 to 9 in his own, so the opponent feels like Kise is as fast as him.

Aomine vs Kise is interesting to see because there is not much difference in skills. Unfortunately, any confrontation against Akashi would not be fair because there is a LOT of skill difference, Akashi is the strongest player and nobody can face him.

I always think Kise is probably like top 3 if not top 2 in among the GoM. Just think about it. He can copy all players move as much as he wants including the uncrowned Kings and other team pillars like Himuro and others. Imagine him have Himuro's fake and Mirage shoot, Mibuchi 3 pts, Kotaro lightning dribble level 5, Takao hawk eye, and many other great moves. If that's not OP enough, he also has Perfect Copy. And if that's also not OP enough, he can combine Perfect Copy + Zone. He will probably struggles against Akashi. Damn, I really want they make season 4 of KnB
