Are their avg files so you can use a cricut to cut the pieces out or do you cut by hand?

These are just jpg files, not SVG. I personally use a Brother Scan n Cut to do a lot of my cutting, though I know many people cut by hand. I cut most of my straight edges with a paper trimmer. I believe there are some tutorials online regarding using the print-to-cut feature on the Cricut, but I have not had much success with it!
