In about 1969 I was a U.S. federal agent and was trained in the Identi-Kit. As I recall, we were told that it was not an identification tool but an exclusion tool.

The killing in a shop prompted me to revisit one of the biggest memories I have of one summer in the early 1980s. I grew up in Joliet, Illinois, and in the summer of 1983, the town endured a serious of completely unconnected murders, including four women slain in a ceramics shop on a Saturday morning. The National Enquirer tabloid called Joliet “Terror Town USA” that summer. Turns out that the murders were connected by the serial killer who committed them. Milton Johnson was suspected of 14 murders that summer, and convicted of five, including the ones in the shop. He had been sentenced to death, but all such sentences were commuted to life imprisonment when the governor got rid of the death penalty in the 1990s. A friend of my mom’s had been planning to stop by that shop with her son that Saturday morning, but things got busy and she skipped it. That close call haunted her for the rest of her life.

@@VickyShawcooksalot I did make a slightly more detailed explanation in my own comment on the video, but I'll copy the relevant parts here for ease of reference for people. Yes, it's an aggravating circumstance. For those commenters baffled by how a theft elevated this to a capital punishment, I hope I can explain adequately well my understanding, based on reading sentencing guidelines in California law for the purpose of a tabletop rolelaying game. It isn't that the theft is a significant factor, it's that /any/ crime committed alongside the murder, within a specified list, would have elevated the sentencing guidelines. As an example, if in the act of murdering someone, you also torched their home, or had on your person, even if you didn't use it, an unlicensed weapon, or drugs, that could also elevate your sentencing guidelines - theft is just one of many acts that might be in such a list as being sentence modifiers, and result in harsher sentencing. I hope that helps explain a little?
@pabmusic1
@pabmusic1 3 күн бұрын
@@KidarWolf More specifically, the Homicide Act 1957 abolished capital punishment for all but a handful of specified circumstances. Murder in the course of theft, murder with a firearm or explosive, murder of a police of prison officer, murder in the course of escape or attempted escape from custody, and murder on a second or subsequent occasion. All other murders became non-capital offences, the mandatory punishment for which was life imprisonment (not 25 years!). It remained this way until 1964, when a moratorium on capital punishment was declared (final abolition in 1969. The convention of aggravating factors you describe was abolished by the same Homicide Act, which introduces the idea of 'diminished responsibility' that led to a manslaughter convictio rather than murder.

Hi Paul, I was born in 1959. I didn’t know that Identikit went back that far. It’s interesting that the images created with the kit are often so close to the actual person. Perhaps, by focusing on individual parts of the face, it is easier to remember the image as a whole. Also, the witnesses who produce images close to the criminals would likely make better witnesses in court. Thank you for this interesting video. ❤

What an awful murder. If as Edwin Bush alleged, racial slurs were hurled at him, I can understand his anger, though I cannot condone murder as a result. However, as it is his word against a murdered woman, it is impossible to take that claim of his with any sort of trust of its truthfulness - it is still entirely possible his allegation was solely an attempt to ameliorate things with the jury deciding what the facts were in the case. What a tragic story, and perhaps a nuanced one, in consideration of current social and political climates. An excellent choice of subject, Paul. Edit: For those commenters baffled by how a theft elevated this to a capital punishment, I hope I can explain adequately well my understanding, based on reading sentencing guidelines in California law for the purpose of a tabletop rolelaying game. It isn't that the theft is a significant factor, it's that /any/ crime committed alongside the murder, within a specified list, would have elevated the sentencing guidelines. Reminds me of when I was 12 years old. There was this chinese shop in my town that sold beautiful furniture and accessories. One of them was a laquer mother of pearl box that I had set my eyes to. Only problem was that it was 150 guilders; a lot of money for a child. But I was determined to save up for it. Every other week, I'd come back to see if 'my' laquer box was still for sale. And every other week, it was standing there, on display, waiting for me. Then, one day when I had 120 guilders saved up, I entered the shop. Only this time the owner noticed me. He came right at me and screamed: "You always come in and never buy anything! I want you to get out and never set foot in here again, you miserable ant!" If I wanted my laquer box, I'd have to pay this man. 12-year old me was a little too scared and a bit too offended for that. So, I decided to walk out of that door and keep the money.

@@rcrawford42 I'm assuming that you're an American because of your defensiveness on this subject. Among developed countries, only the United States, Japan, Singapore and Taiwan retain the death penalty for ordinary crimes, and Israel for crimes under exceptional circumstances (such as during war). Among European countries, only one still has the death penalty (Belarus). The U.S is among the top five countries for executions along with Iran, Somalia, Saudi Arabia, and China, although, to be fair, the others make up the bulk of executions.. Nice company you keep. 🙄 In the last 50 years, at least 200 people on death row in the U.S. have been exonerated and released. That's 200 innocent people your "civilized" country would have killed. You must surely understand that most heinous murderers will never be released and will die of old age in prison, so there's no risk of them being released to kill again. The U.S. has a revenge mentality that most of the world has dropped. Ever heard the old adage, "Two wrongs don't make a right"? So, having said all that, please don't come back with your weak arguments because I am convinced that killing a murderer also makes you a murderer. Don't even try to change my mind.

I highly doubt the killer’s story about the racial slur setting him off. He only wanted the sword, so I think he also asked for the daggers to be brought out because he intended to use them on the woman.

Homicide Act (1957) .... Before that all murder (18+) was punishable by death - under this law there was a set of so-called capital murders - one of which was during a robbery, burglary or theft Also, the US Law is simialr in that robbery when someone dies is punishable by death

Wait. Theft was a higher crime than murder? Actually, thinking back on all of the history documentaries I've watched, that seems common. Aren't there still laws in some countries that allow hands to be lopped off in crimes of theft?

So, the theft of a cheap curiosity cost him his life, but not the theft of a woman’s life. That’s perverse. Happy 4th, Denise (Can’t get your name right)

@@WellINever Well then. I recommend you look up the story of Isaac B Charles of Ada, Ohio, who became known as the Borgia of America. He was born to a hardworking and well respected farming family in the early 1800s. As a young man, impatient to be rich, he decided to remove certain family members as impediments to his inheritance. Anticipating a large family gathering of 25-30 people, he added a large quantity of arsenic to the flour barrel that was to be used for baking bread for the feast. Look up the Cincinnati Enquirer, Sunday Morning Edition, May 19, 1895, which was his death notice and tells his story: “Gone: A Dare-Devil Poisoner.”

@@littleblackcar The problem for me was the "Or a woman who had fainted" So you go into a shop, there is no assistant, but you see someone or something lying on the floor, enough for you to think it is someone who is ill, and you just walk out? In this case he would not have saved her, but what if she had been suffering a heart attack or seizure?. That is bizarre behaviour. I think he may have looked and been terrified at what he saw, so he ran. Only his guilty conscience wold not let him rest.
