The actor was doing a impersonation of henry kissenger, one of america’s greatest political figures with another actor playing gerald ford behind him

@@carlhughes6459 The actor playing President Ford was Richard DeHart "Dick" Crockett in his final film role having worked as a stunt player on the original _The Pink Panther_ (1963/1964) having first worked with Blake Edwards in 1959's _Operation Petticoat._ Dick continued guest roles and stunts for the 1966 Adam West _Batman_ movie and some episodes of the original _Star Trek._ Even played the role of Wells in Peter Sellers and Blake Edwards' 1968 collaboration _The Party._
