Children are at the lowest level . They couldn't fight . Child is the message for the prisoners , so they could understand to leave food , hence it will reach to the child . This movie subtext was so much similar too Bong Joon hoo's filmography, especially Snowpiercer...The upper society suppressing lower or say power corrupting people, in both movies when Lower strata people gains power they becomes as corrupt as upper one, and the protagonist of this movie wasn't a Messiah, he was acting in his own self interest, the whole idea of rationing food to all levels was to keep every one alive and helping lower level people alive....but in doing so he killed upper level's people just to save food, so he could deliver a message and get out of the hole. Great movie and a very deep one
