I think if I ever encountered a celebrity in public, especially in a situation where they clearly were just going about their day (walking down the street, in a store, etc.), I wouldn't say or do anything. I might mention it to friends later as a cool thing that happened, but nothing in the moment. Actors are people too, they deserve their privacy and off-time.
