For those who are confused as to why she can't speak, its because of trauma. When the emperor had grounded her, it had triggered a memory from her past of when she was locked in a room as ordered by the empress dowager (and it was even revealed that the she had been scared of the empress dowager before she finally decided to face it sometime after this scene.) The same act of the emperor grounding her kind of re-arose that fear (or trauma rather) that she would be locked up the same way, and so her mind responded by not allowing her to speak, as a way to kind of protect itself from re-experiencing the trauma. While her being unable to write is a bit extreme, I think it shows that if someone has it severe enough trauma, it may interfere with other aspects of a persons life (From day to day activities or even relationships.) This is by no means a totally accurate depiction, but I hope it sheds some light as to why she was unable to speak. At the start of the episode (or the episode before it), she was shown to have lost her voice as soon as she was "grounded."

Yeah trauma response fight or flight.. or freeze up.. which is kind of the “flight” response .. if unable to physically flee, the mind -spirit fled so-to-speak, thus shutting down speaking functions, lowered brain processing capacity.

@luzgoncena2539 Well, that's a farce as I suffer from clinical depression. I have no problem thinking or communicating thru various means. I just find it hard to make decisions at times. But it's a drama, so it's not that important😊😊😊😊😊
