There are couple of more ways to improve cloud functions performance. First increase default memory allocation from 256mb to 512 mb . second you can set minimum instances for cloud functions.

how can I retrieve data from cloud storage in cloud function? and finally, save the file into a cloud storage

You can use your programming language's library (for example in python you can use google-cloud-storage library) to read the data. You can refer the documentation here --> cloud.google.com/storage/docs/reference/libraries#using_the_client_library Also make sure the service account with which your CF is running has access to the bucket.
