yes however the penalty kick was taken from gaelic football and began in armagh ironically.It was introduced by an armagh man called mr crum into soccer in 1890 .not sure what i would replace it with but probably the first to 2 scores otherwise it wouldn't be fair if a team who won the throw in scored in a single possession won the game.
