Great analysis! I think it's a combination of money and choking hazards like you mentioned. It's has been very cheap for Hasbro to just use pre-existing Mr. Potato Head pieces to make a Toy Story variant. Not to mention how having separate eyes let alone separate eyebrows would cause choking hazards for their target demographic. Although I could see separate eyes with eyebrows attached, with long enough pegs, being safe enough for kids, it would be more expensive to produce nevertheless. I guess there isn't enough demand for a movie accurate version. The latest iteration of the standard Mr. Potato Head just came out, and he finally has separate shoes without the weird "pants" he had earlier. There's hope for things to improve, if they ever release another one for Toy Story 5!

Wow, this perfectly summed up the state of Toy Story Potato Head toys. Excellently made video! So far the best collectors can do is 3D print, but not everyone has the time or patience for that. And yeah, the slight brand name change was definitely a cost cutting measure. Hasbro has been doing them for years, even during their prime years with GI Joe & Transformers. But somehow they & clickbait news sources tried making it political…for some reason.
