These things are always causing problems for helicopters in missions I fly. The Sa-13 is also pretty good at taking out planes not paying attention at low level too.

I notice sometimes when u fly low they don't fire and sometimes they do?

They are IR guided, so if they cant get a lock on your heat signature they cant fire.

always wondered why the need for a radar on an IR-SAM unit like this and the Sa-8 for the Shilka and Vulcan i can understand it but the radar is often turned on right before missile launch.... basically just telling the pilot "you're dead"

IRL it provides better situational awareness for the SAM crew. There's never just one hostile aircraft anywhere except in videogames and movies.

can sa9 attack cruise missiles like agm 84 E and H.

No, the Sa-15 would track those targets. Sa-9 is IR guided and unlikely to get a lock on the missiles.
