Add an event every 1 hour "Random NPC (for each player can be different) in each town is selling a valuable item". This will make cities more lively, especially if they're big and there's not many points of interest aka traders. Timer for each player can be separate.

The quest board reminded me to the one in NW xD.. Really nice ships, love that you can add stuffs on it besides cannons! Also naval battles seems to be fun but I must say that I wish there would be more destruction
