The movie is Rock N Roll High School and it came out around the time Road to Ruin did. The movie was about a girl who went to a strict high school that hated the Ramones and their music. This scene is from when she was trying to buy tickets/meet the Ramones and give them her songs she wrote. Sorry these gate keepers couldn't tell you. Look it up, you'll love it if youre a Ramones fan.
