It's the problem of urbanization...the people there maybe just come from some village around Jakarta and just collect money not living permanent..the last governor want to clean this slum but lots of protest and making him losse the election...why indonnesia government want to move their capital...because Jakarta already chaos in urban planning for long time

Yea, there's something about those manners. The "gudday buddy", the "cheers darlin", the thumbs up and the cheerful attitude. Makes people relax and not see you as a threat, I believe.
