Amidst the fake documents submission controversy trainee IAS Puja Khedkar's District training program has been put on hold and she has been asked to move back to the LBSNA academy till next notice. Meanwhile another controversial aspect of Puja's journey has come out. Puja used two different names in two different exams, also she had applied for the medical certificate in two hospitals simultaneously.

Her's is not an isolated case. It is rampant in India. Be it UPSC, SSC, IBPS, ISRO, Bank Railway everywhere this NCL manipulation and now a days it is at its peak. I will tell my case. I belong to OBC. Entered in Government service through CES examination of UPSC in 1985. At that time OBC reservation was not there. Reservation was there only for SC and ST. As I entered as class1, as per the 1993 order of DOPT my children are in the creamy layer and they are in the creamy layer after my retirement too. There is no income restriction for the children of gov. servants. Also 1993 order gave mapping of other employees at par with class1 officer. In that college teachers, bank officers, executives of PSUs etc given. My relative, a retired college professor could obtain NCL certificate for his son CSE examination in 2012 and could get selected under OBC quota. Many many cases are there. The SDM is known person means it is a cakewalk only.
