Hwijae never told Seojun not to eat the cookies, he just said to wait until he got back to eat. On the other hand he explicitly told Soeoen to not eat them and made him promise not to. Teaching is much easier and more rewarding in Asia than in the Western world, because Asian kids are more disciplined and show more respect. Western kids are rude.
