It is simile - the poet is comparing the girl to a red rose. when 'as' or 'like' is used for a direct comparison, it is the device of simile. It is not personification because the rose has not been given any human quality..... I hope you understand the difference.

There is no reason for stopping that particular wedding guest. He was looking for someone to narrate his tale and saw the group. He stopped one out of the three people in the group.
