Rocky is a gentle, humble gentleman. He obviously isn’t placing himself on the Rushmore, just like Austin wouldn’t put himself up, or Taker wouldn’t put himself up, or Flair wouldn’t put himself up. In theory I agree with you. But in a way to me Austin and Rock are almost equals and if you put them both up there, that only leaves two spots. Most people I'm assuming the reason they put Austin on there instead of Rock is because he came first and revolutionized the business. When Rock hit his peak, Austin had already laid the foundation.
