Yes,Roman army had height standards for recruits-but ignored them when needed.Romans used many different shield types over centuries and also several types which were serving at the same time but used for different purposes.But they were not of of progressively increasing sizes.In fact main dominantly used type by legionary infantry during late Republic used larger shields which were turned into smaller ones during early empire-possibly to make them at least a bit lighter.
