I googled it and apparently in Chile _roto_ can also mean basically "Chilean" And Peruans and Bolivians got it from them and instead use it as a despective way to refer to Chilean people. No clue why.

@@CarMedicine You can't see why a word that, according to you, directly refers to one group of people within that own people's language, but also means "broken" in another language, would result in a slur against the people it refers to? Peru and Bolivia speak spanish. Not all spanish, but a lot. So they know it means "broken". They're calling an entire country and all its people broken. Or maybe it goes further than that, but I don't know. I'm just going off the easily connected facts you've provided.
