I'd be careful when talking about the sound value of ᛇ. The modern copy of the rune poem from Otho B 10 (the original burned up in 1731) says the name of ᛇ is "eoh". Cotton Domitian A 9 associates ᛇ with the sound value "eo". As far as I know, this is the only evidence for ᛇ standing for /eo/. Meanwhile, two other manuscripts imply the rune made /i(ː)/ and [x], and these are the sound values the rune has in actual Futhorc texts. So /i(ː)/ and [x] are well supported sound values, while /eo/ is much less supported.
