There's this very powerful, 19th century 3/4 time piece that does this. Unfortunately I can't think of the name now. But if you hear it you say "ahh that one".

Sometimes in the past I've heard of this lament bass called a "line cliche", they seem to be the same thing or similar, correct me if I'm wrong.

similar. the line cliche appears most effectively in the interior of a voicing, and sometimes is simply an embellishment to a static chord. i.e. C Cmaj7 Cmaj6 Cmaj7 where the ' c-b-a-b' makes a little interior melody that vitalizes the static chord.
