He had to kill the chicken because the feathers could be used to make op weapons. None of the Outsiders were allowed to have them for story reasons.

He killed the chicken because they are in the middle of a maze, where animals don’t spawn naturally and they are very rarely given animals. He was using a chicken to carve a chicken but then that chicken laid and egg and that egg just so happened to become a baby chicken. The feathers of chickens can be used to make an Op weapon and Owen is supposed to be one of the best at using weapons when it comes to the story lines. So Owen felt really annoyed and sad because if the others found out then he could get into a lot of trouble.
